Network Rail is hoping to reinforce its operations in the US with Downs's appointment

Thomas Downs has joined Network Rail Consulting as a non-executive director, and chair of its division in North America, as it looks to strengthen its position in the country.

Downs has previously held the reins as both president and chief executive of Amtrak, the United States’ national railway passenger corporation, during his career 30-year career. He also worked at the Washington Metropolitan Area Transportation Authority as a member of the board of directors and later served as its chair.

The consulting subsidiary was established in 2012 to broaden Network Rail’s reach and share its expertise on a global scale, as well as drive more innovation within the organisation. The firm was included in a consultation for the California High-Speed Rail Authority, for first high-speed rail network to link major regions in the state.

Nigel Ash, managing director of Network Rail Consulting, said: "I am delighted that Tom has agreed to join the Network Rail Consulting board.  Tom’s leadership experience in the US rail market will offer a fresh perspective and serve to strengthen our position in North America.
