The Headquarters Sponsor Board (HQSB) was created in August 2024 to provide strategic oversight and governance for the execution and delivery of the Institution’s HQ Programme.
The HQSB works in partnership with Trustee Board, the Executive, Council and governance committees to determine a sustainable solution for the Institution’s headquarters.
To support this work, the Institution has appointed a wide range of leading professional advisors, covering planning, legal, heritage, and specialist surveys such as ‘building condition’ and ‘rights of light’. Most of these firms are internationally recognised leaders in their fields. Each was selected following a rigorous, competitive process, based on their value, technical expertise, and ability to meet the Institution’s specific needs. All were appointed directly by the Institution, ensuring a clear duty of care to us as the client.
Headquarters Sponsor Board Membership
HQSB Management Structure is chaired by Chris O’Boyle, a co-opted Trustee Board member with extensive international executive experience. He brings a strong background in real estate development and asset management, including financing, construction, operation, and facilities management.
The Board is composed of members with diverse expertise in finance, property, risk, and strategic asset management, providing robust governance and informed decision-making throughout the Programme.

Sub-groups of the HQSB have been created to support all the different aspects of the programme, working in a partnership approach.
HQSB Subgroup – Communications
The Communications Sub-group is chaired by Lynne Styler, Head of Programme. Its members bring expertise from across Marketing and Communications, Governance, Council, and the Executive.
The purpose of the Sub-group is to draw on this collective knowledge and experience to shape and deliver clear, consistent messaging to members, stakeholders, and staff. It plays a key role in supporting transparency and engagement throughout the HQ Programme.
The group leads on communications through a range of channels, including website updates, email campaigns, social media, and member webinars—to ensure the wider membership is kept informed and has opportunities to engage with the Programme as it progresses.
