Please briefly explain your role as it relates to safety in pressure testing.
Paul Grady (PG): My role as the technical lead for HSE (as the Regulator) is to advise dutyholders and HSE Inspectors as to the benchmarks for safety in pressure testing.
I have been involved with the development of BS14100, Safed PSG21 and am responsible for the extensive re-write of HSE guidance GS4 which remains the benchmark for safety in this area.
Could you talk a little about the recent developments which have been taking place in the sector?
PG: Following a recent incident involving intrusive inspection during a pressure test, it has required the industry to focus on intrusive inspection and the competency of those involved in the setup of test apparatus, organising the test and carrying it out.
Why is it important for engineers to come together to learn about and discuss these issues?
PG: Sharing best practice on how to identify leaks, verify the mechanical system under test and set its benchmarks for achieving competency are essential – Engineers are best placed to agree these technical matters.
What insights do you plan to share with the Pressure Systems community at the upcoming seminar?
I hope to put into context, the importance of competency as part of the safe system of work for pressure testing.
Which other presentations are you looking forward to hearing?
PG: I look forward to hearing the detailed approach to achieving competency put forward by EEMUA.
What are you hoping will be the main takeaways from this event?
PG: I am hoping that attendees will better understand why such emphasis is given to the full spectrum of pressure testing safety – in terms of site installation, test equipment and developing competency.
Paul will be speaking at the upcoming Pressure Systems 2021 seminar, taking place fully live and online on 23 November 2021.
The seminar will offer a unique opportunity to learn about the development and increased scope of EEMUA guideline 168 which will now cover initial manufacturing tests alongside in-service inspection. There will be presentations from EEMUA, end users and manufacturers, along with an insight into what the potential training delivery options are for the guideline.
Furthermore, the Health and Safety Executive will provide a clear overview of the current regulatory landscape, together with a discussion of possible future uptake and engagement with the new guideline.
