Implementation Group

In 2018, following the Special Meeting, the Trustee Board commissioned three member-led reviews covering the Institution’s governance, financial management and member Code of Conduct and disciplinary regulations.

The reviews aimed to change our governance and operations, culture and behaviour; to ensure that the problems that culminated in the events of 2018 could not be repeated, and to make us, as a professional institution, fit for the future in all respects across staff and members....

The reviews were informed by over 2,500 comments received from members via a survey, and by consultations with stakeholders, volunteers and staff. Across the three reviews a total of 96 primary recommendations were made.

About the Group

In 2019 the Trustee Board established this dedicated Implementation Group of members and staff, with delegated responsibility for taking forward the recommendations of the reviews in a workable manner. In doing so, the Implementation Group is directed to consider the underlying intent that shaped each original recommendation to ensure that the solution implemented solves the problem, or grasps the opportunity, identified.

The original Chair was President Elect, Terry Spall CEng FiMechE; the current chair is Dr Kerry Mashford OBE CEng FIMechE FICE FIET FRSA.

We are deeply involved with detailed planning and implementation and will report periodically to members on key activities and progress, highlighting current focus areas.

This page is “work in progress”. It will provide:

  • links to the reports with short commentaries, starting with the Finance Report
  • summaries of their principal recommendations
  • implementation updates for all of the three reviews.

Focus areas

Finance Report

The Finance Report was largely implemented during 2019/20, with the ‘start up’ Finance Board transitioning to NomCo nominated membership towards the end of 2020 The majority of the remaining recommendations fall into two categories: those that are already operating in practice but will be formalised in a new finance manual, due for completion before the end of May 2021 and those long timescale items that are dependent on external processes or circumstances.

As of April 2021, solutions for 37 of the 46 Finance Review Recommendations have been implemented, with a further 7 marked as ‘solution agreed’.

Code of Conduct and Disciplinary Regulations

New Disciplinary Regulations and an updated Code of Conduct have been approved by Trustee Board and preparations for roll out are underway.

As of April 2021, solutions for 23 of the 29 Code of Conduct and Disciplinary Regulations Review Recommendations have been implemented, with a further 1 marked as ‘solution agreed’.

Governance Review

Some of the recommendations made by the Governance Review (GR) were readily accepted and easily implemented. Others required careful and detailed work to ensure they fully address the original intent and fit together with other governance and operational arrangements. Some require member vote and are included in the 2021 voting pack on Charter and By-Laws.

As of April 2021, solutions for 14 of the 21 primary recommendations of the Governance Review have been implemented, with a further 5 marked as ‘solution agreed’. Many of the primary recommendations have secondary recommendations associated with them, addressing the topic concerned at a more detailed level. In developing and implementing workable solutions for each of the primary recommendations the Implementation Group is also addressing all secondary recommendations.
